俄罗斯国家教师荣誉制度立法体系化研究
A Study of the Systematisation of Legislation on the Russian National Teacher's Honour System

Abstract
The construction of the Russian national teachers'honour System established in the Soviet period.The Russian national teachers'honour system has formed a set of institutional norms with distinctive features after three stages of evolu-tion:the foundation stage of the Soviet Union(1940 to 1991),the recovery and development stage after the disintegration of the Soviet Union(1992 to 1999),and the maturity and finalization stage since the new century(2000 to the present).The systematization legislation on the Russian national teachers'honour system includes the construction of an external system centered on legal principles and rules,an internal system centered on legal principles and values.The Russian national teachers'honour system has the following value implications:the non-utilitarian design based on spiritual motivation high-lights the value pursuit of advocating honor;the typical and extensive incentive model embodies fairness and justice;the complete and standardized system enhances the level of rule of law in the national teacher honor recognition activities.关键词
